The Collapse of the 28-Clause Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are conducted: optimistic declarations are issued from multiple capitals. Significant resources is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, persist.

Tactical Assessments

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does nothing to discourage Russia, through words or deeds, from thinking that the situation will not change more in its benefit in the coming year.

Divergent Views

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a complete military breakdown until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
